Hence my use of terms like “constrains” and “limits”. Some things can still be done but only within restricted boundaries. For example, the redevelopment of Hamer Hall only had a minor impact on the exterior. The work done on Qld’s State Library, on the other hand, was so extensive that the Heritage Council determined that there wasn’t enough of the original left to justify listing. I don’t think Heide is a good comparison; it’s got heaps of open space that can be used for expansion e.g. car parks.

The Melbourne Urbanist has moved out of home and is now living in a share house. In true Aussie tradition, the new house mates have shortened my name to The Urbanist.

That the entire Victorian Arts Centre and Heide MOMA are both on the Victorian Heritage Register have not constrained their redevelopment.
